He is the man who promised and organized the referendum and also the main man who was incapable of convincing the voters that Remain is better. Now he's also the main man who is preventing the work on the future independent Britain - so harming the work of the true champion of Brexit who could possibly do this work just smoothly and nicely. Only people like Juncker, Merkel, and Hillary may deserve more blame than Cameron.

His successor will have the freedom to bring the result into practice, or ignore the referendum. And his successor may have a much shallower connection with the referendum and all the pledges, so he will have a higher freedom to ignore the referendum. Cameron must know it so the delay means that he wants to make this scenario more likely. ... I didn't say that there were no precedents.
Jun 28, 2016 at 7:54 comment added SJuan76 If Cameron thought that the successor shouldn't have this freedom to acknowledge or dismiss the referendum, he would begin the departure process himself. I disagree, lacking general elections that somehow validate a change of policies, his successor will have the same freedoms he has now. There are precedents of politics resigning before being forced to implement policies they are against. Since there were members of his party who agreed to the Brexit, he is leaving them to be elected as PM and get the blame if the consequences are not as nice as promised.
