However, that doesn't necessarily extend to the state legislatures. The states would control their own legislative process. See Arizona State Legislature v. Arizona Independent Redistricting Commission which says that a referendum could take the redistricting power from the state legislature to an independent commission. This despite the clear language saying that that power resides in the state legislatures. Also, governors can veto redistricting.
