The intent was that before a person could have authority over citizens -- including voting for or holding political office -- that person must first have responsibility to citizens of a non-trivial nature. The book even notes that a blind person might spend their service counting the hairs on caterpillars by touch, if that was all the challenge that the person could achieve. Could such a system arise in real life? I have no idea.
