With exceptions from other countries that have placed provisions for regular updates though. But then again, if there is something I've noticed, if a country centralizes, they'll eventually decentralize and vice versa. The pendulum seems to swing from side to side, probably settling somewhere in the middle with each iteration. (Hegelian Dialectic?) | |
