It depends on circumstances, it is always hard to tell when will a conflict escalate into armed conflict. I think we can agree that a war can be easily source for a next war if the peace was previously forced on at least one of the belligerents. | |

So it did not lead to a longer war just because one of the parties to the conflict has been already defeated by NATO. | |

If anybody is kept in check it is those countries that do not ally with either the US or Russia. | |

So you mean to say its primary objective is to keep in check the superpowers and the rest are simply formalities and it doesn't bother whether there is an Indo-Pakistan or Indo-China or some other war is going on, as long as the superpowers dont fight.. | |

Keep in mind US, Russia, and China are unlikely to join a body where they do not have veto power. (read will never ever happen except in the dreams of some left eye idealist) There is a rather substantial movement in the US to with draw from the UN as it is and that is with us having the ability to veto anything we disagree with. | |
