The search for patient 0 started after the pandemy was identified (duh). Should the WHO have reported the pandemic in November 2019? Or maybe in July 2019 so we could start to manufacture masks in advance?

Rather the articles said that the total WHO travel expenses have exceeded spending on fighting specific diseases, i.e. total travel spending was greater than the AIDs budget alone, but not the combined budgets for AIDs, malaria, TB, ebola, etc. .
