As a TurkishTurk, my guess would be historical and ethnic links. I hear the phrase ''We are 2 different states but we are the same nation'' all the time in social media, kindakind of like China and Taiwan. OnlyThe only difference is that both Azerbaijan and Turkey doesn't have very differentsimilar ideologies. 

What did you even expect? Who can Turkey trust, not only in that area, but in the whole world?
