Jan 24, 2022 at 21:13 comment added Kevin @JoeW: The other part is that a gradually-increasing Pigouvian tax, which follows a predictable trajectory, is much less economically disruptive than a sudden ban after (in most cases) years of political dilly-dallying. If you know the tax rate 10 years from now, you can amortize that and plan for it.
