Jun 10, 2023 at 21:56 comment added ohwilleke I think that there is a distinction to be made between not having to declassify in writing, on one hand, and not having to communicate a declassification either in writing or in an oral statement to some appropriate person. Maybe a sitting President can tell the CIA chief - these boxes are declassified. But the idea that a President can simply think in his head that something is declassified with legal effect, without telling someone while he is President, is a real dubious leap.
