But anyway that sounds like a case of disputed recognition: which government legitimately represents a member state's interest? See China in the 1970s. If there's no dispute as to the legitimate government of a member state, there's no need to say anything about who represents the member state. Also, while the preamble is indeed "explicitly welcoming" the merger, it doesn't make it an official act of the GA; for that it would have to be in the second part of the resolution (the "operative" clauses). | |
