Yeah there's a stated assumption in the UN charter about 'peace-loving countries' and such. But then: your troops got too close to my border, so you're not peaceful. You alliance is expanding, so you're not peaceful. You pay terrorists to attack us, so clearly you're not peaceful. There's a broad spectrum of that. Anyhow, plenty of ways to blame the lack of peace on your enemies, and claim self-defense.
