Most of the UN sanctions against North Korea only succeeded because Russia (and its ally China) didn't veto it in the UNSC, as the Russians made genuine attempt to cooperate with the west, before the political breakdown happened. Today, no more UN sanctions against North Korea would be possible because both Russia and China would veto it. | |
