AFAIK, both Jinnah (after the Bihar riots/ Direct Action of 1946) and Ambedkar, wanted a full population transfer. Recently, Hafiz Saeed suggested that, following which Rajnath Singh (the Indian home minister) reassured the Muslim community in India.

At the same time, the communal situation in India seems to be getting worse. So why isn't a full population transfer being contemplated? Even with regard to Christians perhaps, through some arrangement.

Why did Muslims and Hindus stay in India and Pakistan respectively rather than migrating?

Note. The interest in such a move seems less on the Indian side, rather than on the Pakistani side.

The forcible removal of a population is a crime against humanity under the Rome Statute of the International criminal court. Under this and various other international laws, you cannot expel your citizens from your country.

In practice, this is a non-starter. The Muslim population of India is about 172 million people. By comparison, the Hindu population of Pakistan is about 2 million. Pakistan is not capable of accepting 170 million refugees.

This ignores the complexities of religion in the Indian Subcontinent. What happens to Sikhs? Would Shia Muslims be welcome in Sunni Pakistan? Christians? Zoroastrians? Recent converts? Agnostics? Atheists? Muslim wives of Hindu Husbands. What happens to the property of the dispossessed?

This has happened before: Uganda, The Balkans, and currently in Myanmar. In all those cases it has been called a crime against humanity.

Why did Muslims and Hindus stay in India and Pakistan respectively rather than migrating?

People stayed because of various reasons including livelihoods, properties, and, relatives.

Also, millions of people were slaughtered during the crossing of borders. So, people who got those news, tried to stay away from migration trips.

At the same time, the communal situation in India seems to be getting worse.

This is clearly because of:

  1. Indian Army's human rights violations on civilian Muslims.
  2. Hindu nationalism rekindled by Modi, and Muslim repression and extermination as a result.

Its not only communal, ethnic tensions are also on the brink. For instance, Indian Army is also involved in rape in Eastern tribal states.

The interest in such a move seems less on the Indian side, rather than on the Pakistani side.

Muslims who migrated from India to Pakistan are known as Muhajir people in Pakistan.

Because of various reasons, Muhajirs founded Muttahida Qaumi Movement. This party was involved in anti-Pakistan rhetoric, violence, target killing, and even separatist movement. As a result, Pakistan Army cracked down on them, and MQM, nowadays, is synonymous to treason, and betrayal. MQM's founder Altaf Hussain is an absconder and lives in London, UK. As a result of MQM, Muhajir people have lost their face in Pakistan, and no more Indian Muslims are welcome.

  • Muslims who migrated from India to Pakistan are known as Muhajir people in Pakistan. Only those who came from Indian states other than East-Punjab and West-Bengal. Punjabis and Bangalis were simply changing their homes but still remain in their own state on the other side of the border, which is why they never felt the need to seek an alternate identity. The Urdu Speaking Bihari, Hyderabadi etc people who had no existing identity in Pakistan coined a new one for themselves. – NSNoob Mar 13 at 12:58
