AFAIK, both Jinnah (after the Bihar riots/ Direct Action of 1946) and Ambedkar, wanted a full population transfer. Recently, Hafiz Saeed suggested that, following which Rajnath Singh (the Indian home minister) reassured the Muslim community in India.
Why did Muslims and Hindus stay in India and Pakistan respectively rather than migrating?
People stayed because of various reasons including livelihoods, properties, and, relatives.
Also, millions of people were slaughtered during the crossing of borders. So, people who got those news, tried to stay away from migration trips.
At the same time, the communal situation in India seems to be getting worse.
This is clearly because of:
- Indian Army's human rights violations on civilian Muslims.
- Hindu nationalism rekindled by Modi, and Muslim repression and extermination as a result.
Its not only communal, ethnic tensions are also on the brink. For instance, Indian Army is also involved in rape in Eastern tribal states.
The interest in such a move seems less on the Indian side, rather than on the Pakistani side.
There is a good explanation for that:MQM (Muttahida Qaumi Movement).
Muslims who migrated from India to Pakistan are known as Muhajir people in Pakistan.
Because of various reasons, Muhajirs founded Muttahida Qaumi Movement. This party was involved in anti-Pakistan rhetoric, violence, target killing, and even separatist movement. As a result, Pakistan Army cracked down on them, and MQM, nowadays, is synonymous to treason, and betrayal. MQM's founder Altaf Hussain is an absconder and lives in London, UK. As a result of MQM, Muhajir people have lost their face in Pakistan, and no more Indian Muslims are welcome.
