Think of a substantial amount of migration taking place within a larger country with significant differences in income levels in different parts of the country, but a still federal but somewhat homogenized legal system. In other words, some people from "poor" provinces have a right to settle in the "richer" provinces and receive public benefits, at least to a certain extend.

What ideas would make sense to create an economy for those people in order for them to have a chance to become independent of wellfare after a reasonable amount of time (some years as opposed to generations) given that they have little skills at all, at least not the kind that the majority is willing to pay

    I would suggest a free market economy. "I am for doing good to the poor, but I differ in opinion of the means. I think the best way of doing good to the poor, is not making them easy in poverty, but leading or driving them out of it. In my youth I traveled much, and I observed in different countries, that the more public provisions were made for the poor, the less they provided for themselves, and of course became poorer.   • @DA are you suggesting to low-skilled americans to move to China? That would be second leg of free trade: first (chinese goods) are already quite visible in US. – lowtech May 19 '14 at 19:03
  • @lowtech I'm not suggesting anything other than low-skilled workers tend to do better in economies that depend on low-skilled labor. – user1530 May 19 '14 at 19:15
