I believe that the US government holds that it can regulate its citizens’ actions beyond its borders. Is it possible for a US state to do similarly? For example, say that SCOTUS overturned Roe v Wade and then a state banned abortion and wanted to prevent its citizens from going to a state where abortion is legal, would it still be possible for a citizen to seek an abortion elsewhere? Another example might be the use of cannabis, could a citizen of a prohibition state be punished for use in a legal state? Thanks in advance!
