The Doha amendment to the Kyoto protocol has been adopted in 2012 at the COP18, and contained extended their obligations and created a second commitment period for 37 countries to cut their emissions from 2013 to 2020. Nonetheless, it formally entered into force on the very last day of 2020.

What does it mean in terms of obligations of the parties and reduction of GHGs emissions? Were the parties still bound by the treaty or not due to the fact that they possibly had no time to implement any policy?
