I kinda recall there was an earthquake in which the [18% of budget did not stretch][4] to much earthquake rescue ops. The Pakistani army, before one gets into [possible support by ISI to terrorist groups][5], is a textbook example of [regulatory capture][6]. Legislative in this case.
