Is there any procedure or rule that prevents the President from nominating any person as Secretary of State?

It seems like Tillerson, who didn't have much experience in politics, had to be schooled by the people within the U.S. government, because Trump chose him despite his lack of experience. Is there any procedure or rule that prevents the President to put in place a person without experience that was implemented before or after the nomination of Rex Tillerson?
